How can I improve Eagle Taking Flight?

Eagle Taking Flight I took this and other photos while the camera was on the lowest resolution for survey work. I did not have time to adjust the camera and was afraid I would miss the shot so I took it as it was. I went to Adobe Photoshop and using the tool to increased resolution brought it up to this but I know it needs work. Wish I could take it over.
